Only the Super Options code was documented prior.

The game checks for a number of codes on the main menu (the START/OPTIONS screen, not the PRESS START BUTTON screen before). They are listed here in the order they are checked (so you can choose at most one of these at once, no more). Whether you have the cursor on START or OPTIONS when you press Start is irrelevant.

Press C ten times, then press Start. You will be taken to an expanded Options screen with additional options, such as a level select and options to change the amount of lives, continues, and Dynamite Punches you begin with.

I have a feeling this code only works if the region is set to JP and is a reset counter, so I can't use Gens/GS r7+...

Press C 15 times and B once, then press Start. You can press these buttons in any order. Some other condition must also be met.
