Debug Mode
The game contains a debug menu, similar to other games by Virgin. To access this, pause the game and press the following buttons in sequence: A, B, A, C, A, B, C, B, C, A, C, B, A, C, A, B, A, C. If done correctly, you will see the following screen.
The following options are available:
A - Jump Dn / Supr Jump - When turned on, press Down + C to drop down from your platform. The code seems to be buggy and appears to stop working after you lose a life or receive a lot of damage. Be careful, you can drop down from the bottom of the stage and die! This is also available as a cheat in the game by pausing it and pressing A,B,C,C,C,B,A.
B - Start On Level - A level select. You can begin in any stage in the game, including bonus levels. Choose "SEGA LOGO" or "VIRGN LOGO" to warp to a screen with the logo you chose - you'll be able to control a silhouette of RoboCop over them. Choosing "RVT TITLE" or "ORION/HEMD" doesn't seem to work. "RVT TEAM" warps you to a screen with a picture of the programming team and lots of lives.
C - Photograph Freeze - Press and hold Start to freeze the screen. This disables the normal pause function, and it works at any point in the game, including level intros and the opening logos. This was very likely meant so magazines could take clean pictures for game reviews.
Once you've chosen your options, press Start and you'll be sent back to the opening logos, but any changes you selected in the menu will be turned on.

JB TIPS
There is a full stage list in there, but the level select does not have the option to access "JB TIPS". The level name may be referring to the secret programmer room, which features a picture of John Botti smirking at you, granting you 54 lives, and showing you a code to choose your weapon. You can still access this level by pausing the game and pressing C, C, A, A, B, B, C, C, A, A, B, B. It isn't known if it's possible to see the "CHEAT MODE ACTIVATED GRIN....", "HELLO MR BOTTI, ACCESS GRANTED...", and amount of players messages.
